Talk of ‘wealth transfers’ still plagues carbon reduction efforts

A recent report by the Pembina Institute and the David Suzuki Foundation has raised a furor by suggesting that meeting carbon reductions targets will require huge regional wealth transfers as the oil producing provinces are forced to curb development and pay for every tonne of carbon emitted. This would of course generate considerable revenue. Here is how the report says this money should be divided.
